Several Allocations Using Tree Filter are Performing Very Slow Even After Index and Table Tuning (Doc ID 748793.1)

After upgrade to RDBMS, there are 18 multi-page (1 - 12 pages) allocations of different types, all using Org Unit ID Tree Filters that are running very slow.  Even after upgrade to faster disks and database upgrade from 9i to 10g and index tuning, these allocations using the Tree Filters are still running slowly.

Each allocation uses a different Org Unit Tree Filter ID.

Currently Ledger_Stat is partitioned with degree of parallelism = 4. OFSA_IDT_ROLLUP also has
degree of parallelism = 4. OFSA multi-processing is currently not being used.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Run single large batch of 208 Allocation IDs with this set of 18 allocations all using different Tree Filter Ids.
