Pcm_op_act_activity Creating New Bal_grp_sub_bals For Every Zero-Amount Event (Doc ID 748836.1)

When we do an adjustment for an existing non-currency resource, if the adjustment amount is zero amount, then an extra sub-balance bucket is getting created for the non-currency resource. However if the adjustment is a non-zero amount then it would impact the existing sub-balance bucket.

Steps to reproduce:

1. Create an postpaid account with service ip and having a non-currency impacted with some -ve value.
2. Do some adjustment by impacting the non-currency resource by calling opcode pcm_op_act_activity using the below i/p flist,
0 PIN_FLD_POID POID [0] /account 6879919 0
0 PIN_FLD_PROGRAM_NAME STR [0] "Universal Event Loader"
0 PIN_FLD_INHERITED_INFO SUBSTRUCT [0] allocated 1, used 1
0 PIN_FLD_OBJ_TYPE STR [0] "/adjustment"
0 PIN_FLD_TOTAL ARRAY [3001000] allocated 1, used 1
0 PIN_FLD_SERVICE_OBJ POID [0] /service/ip 6879151 8
0 PIN_FLD_START_T TSTAMP [0] (1204827166)
0 PIN_FLD_END_T TSTAMP [0] (1204827166)
