Symptoms

-- Problem Statement:
CSR unable to change password when password expires in Customer Center.

-- Steps To Reproduce:
1. On 7.2 Customer Center, in Customized.properties file add change.expired.password=true
2. Try changing the password of a CSR whose Customer Center login password has expired.
3. Popup window doesn't appear.
