This problem can occur on any platform.
The activation of an inactive account with a closed service (telephony) makes this closed service re-activated.
Service should not be reactivated instead it should stay closed.
-- Steps To Reproduce:
- Using Customer Center,Create an account with telephony service.
- Inactivate the account
- Close the telephony service
- Set the account status to active with the customer center.
