Work Orders Delay in ASAP (Doc ID 750907.1)

Symptoms

Client was experiencing performance issue in ASAP. Work Orders (WOs) were delayed by a minute in the  "Initial" state. JSRP was sending immediate orders to SARM but orders were put into database and work order status was "Initial".
