INCORRECT SUBMISSION MAIL DATE GENERATED FOR MANUAL AND AUTOMATED AERS REPORT RUNS

This problem can occur on any platform.
There are two issue with the Submission Mail Date generated for AERS Reports per below:
When manually running a report with the Set Submission Mail Date parameter = Y the submission
report is generated based on the time it was finalized. (as of time) It is this same date that
is entered into the submission mail date. This is not correct since the date the case was
finalized is typically earlier then the date the report is submitted.
When using the report automation with the Submission = Y so the submission date is populated
the report uses what appears to be a different time (maybe a server time for the as of time in the
submission record. This as of time does not match the reports as of time in the PDF header. In
addition the Submission mail date matches the as of time in the record. In addition the report
is not using the date that it was finalized (last version) to generate the contents which would
lead to potential for follow-up information being reported on the report.
