The "admin" User is Unable to Navigate in EIP after Upgrading or Installing Version 1.5

In the Energy Information Platform (EIP), after logging in with the default user, "admin" the user is unable to select any menu items. The user is unable to navigate, only log in and log out.
This began occurring after installing version 1.05 and creating the database schema with the base scripts provided with the software download.
This began occurring after installing version 1.05 and upgrading the previous database schema version to the new schema version for 1.05 using the 'base to base' migration scripts provided.
