Steps To Reproduce:
) Install 6.5 SP1 Portal Base
2) Install 7.3 Portal Base
3) Upgrade using the RTW upgrade scripts and apply upgrade patches << Patch 6530344 >> + <
4) Run pin_setup
4) Apply the BRM 7.3 mandatory patches 5835756 (formally known as EBF 4489)
+ 5903622 + 6787882
5) Try to an Create an account on the above upgraded environment, verify that account creation fails.
