Network Searches excessively long and searches every object underneath

This problem can occur on any platform.
Symptoms
-- Problem Statement:
Users are not able to get search results when no search criteria is specified. If the user provides specific data or use wildcard character (*), the search results are returned;
-- Steps To Reproduce:
Go to the IP Address browser.
Do not put any value in any of the fields.
Search for network/subnet.
Same problem is faced when the user searches for 1000 subnets.
Changes
The following number of records were migrated to the Policy Services server:
1. Network --8
2. Subnet -- around 21000
3. Hosts -- around 300000
