CC&B Application Failure During the Shutdown With Error "You may have to terminate it manually"

A newly upgraded CC&B 1.5.20 environment displays the following error during its shut down:

081008.14:28:11 <info> Stopping Weblogic Environment on billing:6900

Failed to connect to ; nested exception is:
081008.14:28:18 <info> Waiting for WEBLOGIC java process to terminate ........................................081008.14:30:27 <info> ERROR: Bringing Weblogic Down
081008.14:30:27 <info> You may have to terminate it manually. Use the following information :
081008.14:30:27 <info> -e enupg

The java and startweblogic processes were still running and were terminated manually but manual intervention is not an option in Production as the environment needs to be shutdown and restarted automaticaly..
