Getting ORA-02291 Error When Trying to Complete OFSA User Registration (Doc ID 752568.1)

In Financial Data Manager (FDM) Administration 4.5, when you try to register a new user in the Oracle Financial Services Applications (OFSA) database, the following error occurs at the end of the User Registration Wizard after clicking on "Finish":

ORA-06508: PL/SQL: could not find program unit being called

You resolve this error by running the fdm_packages.sql script from $OFSA_HOME/dbs/<version number>/utilities/stp to refresh all OFSA packages.

However, in FDM Administration, in the FDM Users folder, you can see the user and partial information exists for the user.  When you try to complete the user's setup, you receive the following in the User Group and Id Folder screens:

ORA-02291: integrity constraint (,) violated - parent key not found

The error prevents the new user from successfully logging into the OFSA applications.

Steps To Reproduce:

1. Log into Financial Data Manager Administration
2. Go to Wizards > Register > User...
3. Enter the user information and click Next
4. Select a User Group and click Next
5. Select Applications and click Next
6. Select Security Profiles and click Next
7. Select Roles and click Next
8. Click Finish

The error appears: ORA-06508: PL/SQL: could not find program unit being called

9. Run the fdm_packages.sql
10. In FDM Administration, go to FDM Users > User Groups
11. Click on Add Recipient and complete User Group information for the user

The following error appears after you apply:

ORA-02291: integrity constraint (,) violated - parent key not found
