Goal

Tax calculation result at the billing time tax is not consistent with the tax result at the event time tax.

For example:
When tax is calculated at the Event time:
10% Tax is applied on:
Product 1 with monthly cycle forward fee = $33.33
Product 2 with monthly cycle forward fee = $33.33
Product 3 with monthly cycle forward fee = $33.33

Tax result should be $10.00, but since tax calculation is not lumped into one transaction, result is not divided correctly so only $3.33 is returned for each product and which will equal to the total $ 9.99.

When tax is calculated at the Billing time:
10% Tax is applied on:
Product 1 with monthly cycle forward fee = $33.33
Product 2 with monthly cycle forward fee = $33.33
Product 3 with monthly cycle forward fee = $33.34

Because tax calculation is lumped into one transaction,  so the result of tax  is $10.00.
