Password Issues With All User Accounts In New Aers 4.6.x Install

AS10G Release 2, Patch Set 2
After upgrading Oracle AERS to AS10GR2PS2 (10.1.2.2) or indeed 10.1.2.3 underlying Tech-Stack on the Middle Tier/Application Server, syncing passwords with portal does not save stored password.
Steps To Reproduce:
Log into Oracle AERS 4.6.1.x post application of AS10GR2PS2 tech-stack upgrade on the middle tier
Confirm log in to Portal Homepage is successful
Click on application launch URL.
Auto-login fails with error:
User is then returned to the Oracle AERS Login box for database connect.
After re-entering the correct Username / Password and Database combination again the application
logs user correctly into the system.
However on next launch from AERS 4.6.x.x homepage the same issue occurs, even though Portal password has been saved correctly.
