TMS 4.6 client session fails to launch: JVM.DLL error

TMS upgraded from 4.5.2 to 4.6.
Now, the TMS 4.6 launch page provided with the software installation won't start and hangs.. and client sees a pop-up IE window with text:
The second information window from IE then shows:
AppName: iexplore.exe AppVer: 6.0.2900.5512 ModName: JVM.DLL
Some clients show the Oracle JInitiator: Version 22.214.171.124 console log contains the following excerpt:
at java.lang.Thread.run(Unknown Source)

java.net.NoRouteToHostException: Host unreachable: connect
