Unable to make method calls to MetaSolv XML API (Doc ID 755649.1)

Symptoms

The problem occurred after customer created a WebLogic domain template from the development domain, and used the template to create a production domain. When customer created this new production domain using the WebLogic Configuration Wizard, customer was not able to make any more method calls to the MetaSolv XML API.
