Unable to DD complete orders

This problem can occur on any platform.
Symptoms
When the user tries to DD complete an order which is disconnecting a circuit/TN, they get an error - "A parent connection for this service request has other connections riding it. All child connections must be disconnected from parent connection before the order disconnecting the parent can be Due Date completed." OR "This order has items that are pending on multiple PSR orders. The desired due date of this order is out of sequence compared to other PSR orders." And below it gives the PSR orders list.
