Receiving blocking circuit error when trying to DD complete a disconnect Order.

Error message: The listed connections and orders must be due-date completed before the current order.

But the mentioned blocking Order is flag finish and mentioned blocking connection is In Service.           And the blocking circuit appears In Service on the connection hierarchy view, as a parallel circuit, on different position of a common parent connection. Whereas the first circuit is either pending or has child connections under it as Pending.
