Using a custom version managed terminology (non seeded), a map set to a local editable terminology
is created.

There are 2 maintenance scenarios:

1. When a new version of a custom version managed terminology is uploaded should the map set
automatically follow (remain valid)? Our testing show that we need to delete and recreate the map
set each time. The problem will become greater as several map sets associated to the primary
versioned terminology are expected.

2. New terms are added on a regular basis to the local editable terminology,
