OFSA 4.5 After Upgrading Database to 10g, 'Can't Open Shared Library' Errors Attempting to Run the OFSPA Executable Directly on the Server

On OFSA 4.5.39 after database upgrade from 220.127.116.11 to 10.2.0.3, when attempting to run the ofspa executable: /db/d01/app/ofsa/ofsa4.05092-hp/bin/ofspa the following error is produced:
/usr/lib/dld.sl: Can't open shared library:
/usr/lib/dld.sl: No such file or directory
The same errors are not produced when running on the server through the Performance Analyzer GUI.
No errors occur while starting Request Queue (RQ) as the following note was used: <Note:357464.1>.
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set the $ORA_NLS33 to the correct path as per <Note: 357464.1>:

oracle@ofsa:/db/d01/app/ofsa/ofsa4.05092-hp/bin=> ./ofspa < /db/d00/prod/gl/jobs/195445
Upgrade database to 10g.
