Changes Made In A Local Workflow Step Fail If There Are Dictionary Code Changes (Doc ID 759078.1)

If a case is modified in a local work-flow step and there are dictionary terms that need to be
re-coded, For example: A new VTA created that would make a previously uncoded term now code, Oracle AERS attempts to recode the term after the change is saved in the local step and fails with following error stack:

FRM-40735  KEY-COMMIT trigger raised unhandled exception ORA-20017.
ORA-20017: Cannot Write into Error Pipe msg = Case not locked by any user.
ORA-06512: at "AERS1.SERVERERROR", line 338
ORA-06512: at "AERS1.RPR_AE_SUSPECT_DRUGS", line 36
ORA-04088: error during execution of trigger 'AERS1.RPR_AE_SUSPECT_DRUGS'
ORA-06512: at "AERS1.AERS_DICTIONARY_API", line 1668
ORA-06512: at "AERS1.AERS_DICTIONARY_API", line 1899
