Will Problems Fixed In Previous Release Stay Fixed After Upgrade?

An user is upgrading from 6.5_SP1 to 7.3.1. On Infranet 6.5_SP1 (126.96.36.199.0) release, many issues have been raised and fixed through patches. Are all the previous fixes included in BRM 7.3.1 release?
