EDR Data Earlier Than Storelimit for Duplicatecheck Been Kept And Processed (Doc ID 762139.1)

Symptoms

There were EDR data earlier than StoreLimit for DuplicateCheck that have been still kept and processed. Pipeline has been restarted after changing the StoreLimit, but it did not come into effect.

-- Steps To Reproduce:

1. Configure wireless.reg, before FCT_Duplicate Module, add:
    BufferLimit = 20090130
    StoreLimit = 20090101
2. Pass an EDR.
    => Some data can be seen in table ifw_duplicatecheck with EDR_DATE as 1/27/2009
3. Configure wireless.reg again as below and re-start Pipeline:
    BufferLimit = 20090130
    StoreLimit = 20090129
4. Pass an EDR.

It was expected that the old data would be removed, but they were still been kept.
