DNS zone files are not recreated after product re-install and system startup (Doc ID 762416.1)

Symptoms

-- Problem Statement:
After a product re-install, upon restart the DNS PIC did not recreate the required DNS zone files


Changes

After a re-install of policy services onto the system, the following scenario described above can occur. Confusion can arise, since the user will see data in the UI, but the DNS PIC will not write out the files into the /opt/mps/data/dnspic directory, and therefore the DNS server will be able to load the data.
