Non Currency Resources Are Not Negated During Upgrade (Doc ID 763725.1)

Symptoms

On Oracle Communications Billing and Revenue Management(BRM) Applications, the non-currency resources are not being negated during the upgrade of BRM from 6.5 to 7.3.1 version.

During upgrade from 6.5 to 7.3.1, there is an option to negate the non-currency resources by updating the parameter '$NON_CURRENCY_RESOURCE' to list the non-currency resources we want to
negate. However, inspite of providing the list of non-currency resources, they are not negated though the upgrade scripts come out with a message "completed successfully".
