Generation Of First New Case Id & Subsequent Ids Causing Errors (Doc ID 764466.1)

Symptoms

After creating a New Case in Oracle AERS after closing to save the following error stack is reported:

FRM-40509 ORACLE error: unable to UPDATE record.
ORA-20027: Case not locked by any user.
ORA-06512: at "AERS1.SERVERERROR", line 338
ORA-06512: at "AERS1.RPR_AE_CASES", line 40
ORA-04088: error during execution of trigger 'AERS1.RPR_AE_CASES'
ORA-06512: at "AERS1.AS_CASES_TRG", line 1137
ORA-04088: error during execution of trigger 'AERS1.AS_CASES_TRG'
