Requestor Getting 2 Email Alerts Re-Submitting Requisition

After changing the status of a Requisition from Approved to Pending Approval & resubmitting the Requisition, the Requestor is getting 2 emails unecessarily - one containing a link to the Requisition, and another email alert containing just a subject line (& no content)
