Changing From One Cycle Arrear Product To Another In The Middle Of The Cycle Did Not Charge The Complete Cycle Of The First Product (Doc ID 779045.1)

Symptoms

-- Problem Statement:
Changing in the middle of the cycle from one CA(Cycle Arrear) product to another CA, the portion of the cycle that belongs to the first product does not get charged.

-- Steps To Reproduce:
1. Create an account with DOM 27 on Dec 4, 08
2. On Dec 4, 08, backdate purchase a deal (CA1) with a product including Cycle Arrear fee (Euro 31) on Jun of 2008
3. Run pin_bill_day on Dec 4, 08
4. On Dec 4, 08 cancel the CA1 and purchase a new (CA2) with a product including Cycle Arear fee (Euro 62)
5. Move to Dec 27, and run billing for the account
6. The portion that goes from Nov 27 to Dec 3 is not billed, for the Dec bill, it only charges
from Dec 4 - Dec 27:  ( 24 days/31 days = 0.774 * Euro 62 = Euro 47.999)

The missing bill portion is from Nov 27 - Dec 3(7 days/30 * Euro 31 = Euro 7.2333)

Actual Result: Euro 47.5333
Expect Result: 47.999 + 7.2333 = Euro 55.232
