Missing Charge When Inactivating/Reactivating A Service On The Same Day

This problem can occur on any platform.
When inactivating and reactivating a service on the same day, and the service has a monthly cycle arrear product depending on it, it's not charging the whole cycle. The charge in the period before the inactivation date in this cycle is missing.
Steps To Reproduce:
- On Nov-4-2008, create an account (DOM-day of month: 27) with backdated date Jun-1-2008 and buy a monthly cycle arrear product (proration on purchase and cancellation) to it (with the same backdated date).
- Bill the account.
- On the same day Nov-4-2008, do a service inactivation (backdate to Nov-2-2008) and then a service activation (with the same date Nov-2-2008).
- Move pin_virtual_time to Nov-27-2008 and run billing.
- Find that the billed period for the account is Nov-2-2008 to Nov-27-2008. The period Oct-27-2008 to Nov-2-2008 is missing.
Expect to see the whole cycle Oct-27-2008 to Nov-27-2008 is charged.
