Symptoms

-- Problem Statement:
When running the rerate objects, Backdated product purchase is creating the /job_batch/rerate object with START_T=0. 

-- Steps To Reproduce:
1. Create an account on 1-Jan-2008
2. Add services on 1-jan-2008
3. Change the pin-virtual-time to 26-Jan-2008
4. Purchase a product starting from 1-Jan-2008
