ASAP Performance Stats Are Not Being Populated Correctly In ADM DB

ASAP does not seem to generate the correct performance data in the performance tables in the ADM database:
TBL_PERF_ASDL,TBL_PERF_CSDL,TBL_PERF_NE, TBL_PERF_ORDER and TBL_PERF_NE_ASDL.
When ASDL/CSDL Crystal Reports are executed, they are returning no data.
Also, none of the performance options in asap_utils (options 20-24) work and fail with the error:
Error: ASC_cpopen() Failed!
Error: ASC_cprpcexec(order_stats) Failed!
POLL INTERVALS in the ASAP.cfg were changed but this didn't make any difference.
