5)E911 Records: "Add New" hyperlink is inactive
6)CNAM Records: "Add New" hyperlink is inactive
7)ASR Guideline Rules: "Add New" hyperlink is inactive
8)LSR Guideline Rules: "Add New" hyperlink is inactive

Even after changing the setting of the "Add New" link ,Control Permission has  no effect.
