Unable to Start ASAP servers

Symptoms
Unable to start ASAP servers. Following messages appeared when we tried to start ASAP:
$ start_asap_sys
Enter Control Database Password:
Starting <Primary> Control Server <CTRL_SERVER_NAME>...
Successful Startup of <Primary> Control <CTRL_SERVER_NAME>
<CTRL_SERVER_USER_NAME>: exec_appl RPC Failed to <CTRL_SERVER_NAME>
Following error messages were shown in CTRL diag:
