Content Manager 'realtime_acct' Operation Is Returning Success For Denied Content, Closed Service and For No Pricing (No Product) (Doc ID 781482.1)

Symptoms

Content Manager realtime_acct operation is returning success for denied content, closed service, and for no pricing (no product).

### Steps to Reproduce ###

Case 1: Denied Content
1. Install BRM OOB and Content Manager, commit OOB Content pricing.
2. Create a customer (login= content1) with the Basic Content Package.
3. Use CDKSample program to test as below:
%> java CDKSample realtime_acct -u content1 -c Games "Games" -p provider1 -q 20

Note: Games should be considered denied content (not part of Basic Content Package), however, 
the command runs successfully and an /event/activity/content is being created.

Case 2: Closed Service
1. Create a customer (login= content2) with Basic Content Package.
2. Close the /service/content for content2 user.
3. Use CDKSample program to test as below:
%> java CDKSample realtime_acct -u content2 -c News "News articles" -p provider1 -q 1

Note: Even with the /service/content being closed (10103 status), still the command runs successfully and
an /event/activity/content is being created.

Case 3. No pricing
1. Create a customer with dummy plan using PCM_OP_CUST_COMMIT_CUSTOMER
2. Add /service/content using PCM_OP_CUST_MODIFY_CUSTOMER (with login =
content3).
3. Use CDKSample program to test as below:
%> java CDKSample realtime_acct -u content3 -c News "News articles" -p provider1 -q 1

This is also returning success.
