Unable To Complete A Bill That Has Autopay Enabled In CCB

When trying to complete a bill with autopay active, an error message appears stating that the
autopay creation date and amount are not allowed for the bill, and that it is only allowed if the
bill's status is "complete". This has started occurring after the installation of SP3 in production.
-- Steps To Reproduce:
Go to a pending bill in the dashboard for an account with autopay enabled.
Click on the freeze/complete button.
Error message appears
