In a CCB v.2.1.0 environment running on HP-UX Itanium box with a 10.2.0.1 Oracle database, when an
account is billed for more then 998 days, the billing history zone is displaying the following
Server Has encountered an error and cannot process your request at this time.
Please try again later or contact your system administrator.
You may have to log in again (e.g. by refreshing the browser).
Press Ok to view error details.
-- Steps To Reproduce:
1) Bill An Account more than 998 Days.
2) Bring Up control Central.
3) Error if Billing History Zone in on Control Central
