Fold Event Configured In System Products Does Not Work (Doc ID 783187.1)

Symptoms

After migrating the system product from 6.5 to 7.3.1, created a fold event to fold a SMS resource. Executing the pin_bill_day and the fold event never triggered, the resource continues with its values.

Steps To Reproduce:
1.  Created an account with plan having system product with cycle fold event and a subscription product with monthly cycle forward event
2.  Move pvt (pin_virtual_time) 1 month ahead and run pin_bill_accts
3.  Verify the status of the resources, it keeps the value of the previous cycle
