RIB Does Not Delete Messages From The RIB_MESSAGE Table (Doc ID 783328.1)

Symptoms

Unable to delete failed message using RIB Hospital Administrator tool.

Steps to reproduce:
1. Create a message with some kind of error (wrong date in my case) for any topic.
2. Login to the RIB Hospital Administrator tool.
3. Find created message.
4. Wait until the "Attempt Count" will be equal to the "Max Attempts". Press "Delete" button while cursor on this message. The below exception is received:
