Symptoms

PCM_OP_BAL_GET_ACCT_BILLINFO does not return the mandatory NAMEINFO substruct .

Steps To Reproduce:
In a Java program, create an account to call  PCM_OP_CUST_CREATE_CUSTOMER with "PIN_FLD_NAMEINFO ARRAY[0]" in the input flist and  call PCM_OP_BAL_GET_ACCT_BILLINFO. The NAMEINFO substruct is missing from the output flist even when the NAMEINFO data is present,
