This problem can occur on any platform.
The issue relates to AppsFlow functionality. The user has defined Appsflow using GRC PCG product, which is launched using On Insert and On Update Trigger. After Insert or Update AppsFlow is launching Workflow in deferred state correctly as the first step, as next step Workflow Background Process should run this deferred Workflow and generate User Key. In Reported issue, Workflow Background Process is not running the deferred state.
Workflow Background Process should select workflows in deferred state and generate user key for flow.
The issue can be reproduced at will with the following steps:
1. Insert or Update the record which is launching criteria for flow
2. Check the flow using Status Monitor and it shows flow has been launched
3. Run Workflow background Process
4. Check the flow using Status Monitor and it does not show user key for flow mentioned in step3
The issue has the following business impact:
Due to this issue, users are not able to see progress to launched Appsflow.
