Symptoms

There are multiple rules engines running in one OSM instance.

The current state is:

25336437 OMS.om_job_pkg.invoke_notif_engine;

25336419 OMS.om_job_pkg.invoke_rule_engine(0,1,10,'',0,0);



Steps To Reproduce:
Stop and start rule engines repeatedly.
