Bill Time Discount Not Working In Production Environment (Doc ID 786890.1)

In a customer production setup, the following behavior was observed :

All of a sudden, the bill time discounts did not fire for any of the customers in the trial bill (Feb 1 - March 1)  that ran on Saturday as well as Sunday. All customers are affected including new customers, as well as the old customers which have been billing and discounting every month.

When the trial billing was run with the real-time pipeline up and running, there were no errors. However, all the customers were trial-billed along with the ones with the discounts. That means, customers are successfully billed, but NO discounts. There was no payload to the real time pipeline process during billing.

The batch pipeline has been updating the resource balance impacts while rating, and the balance buckets have enough amounts to be discounted.

All the old customers had billed and discounted correctly during the Feb 1 bill for bill period Jan 1 - Feb 1.

Have not introduced anything since Feb 1, in terms of configuration or patches, which would cause this situation.
