Loadpricelist Utility Does Not Remove Mutual Exclusivities From Deals

Symptoms
It is unable to use the loadpricelist application to remove mutual exclusivity's from deals.
When mutual exclusivity is defined in a deal and it is already committed to DB, using loadpricelist to reload the deal (XML file) with the mutual exclusivity (dependency tag) removed, it doesn't remove the mutual exclusivity. The Pricing Center still shows the mutual exclusive deals as defined before. In the dependency_t table, it still containes records for deal mutual exclusivity.
Steps To Reproduce:
1. Find some deals with mutual exclusive defined in Pricing Center
2. Remove the mutual exclusivity from the deals (do not commit) in Pricing Center
3. Export the changes using the “export” to an XML file (for example file name XYZBase_Remove_Exclusive.xml)
4. Use the loadpricelist application to load the XML into Portal.
The command used is: loadpricelist -d -v -cf XYZBase_Remove_Exclusive.xml
The result shows: "Price List committed successfully"
However, the change is not reflected. The mutual exclusive deals still show in the original deals.
