Rerating Backout The Purchase Event Without Generating A New One (Doc ID 787040.1)

-- Problem Statement:
Perform a backdated purchase of deal with purchase fee(PF) event and cycle forward fee(CF) event.

Cycle forward fee event has dependency on purchase fee. After the pin_cycle_fees apps is run, the purchase fee & cycle fee were generated correctly. However, after the pin_rerate is run, the purchase fee was backouted and no new purchase fee was generated. The result of the CF event that generated  was incorrect.

(step1) 01-jan create account ACCOUNT_NO=1330010002438 DOM=3
(step2) 03-jan 01:00 backdate purchase contract as of 02-jan 23:59:59
....... (with purchase_start_t, cycle_start_t & usage_start_t = 1)
(step3a) 03-jan 02:00 pin_cycle_fees -purchase
(step3b) 03-jan 02:00 pin_cycle_fees -cycle_fees
(step4) 03-jan 02:00 pin_rerate -rerate
(step5) 03-jan 08:00 bill_run

Expected Results: Purchase Fee event generated
Actual Results: No new purchase fee event generated
