PCM_OP_CUST_SET_BILLINFO Searches For The Purged Item Which Has The Status 4

We have an individual account say AA, which is paying. After payment is made for it, we transfer some due from the account's item and items are closed ( item status is 4 ). After some time, i.e after this becomes historical data by means of archiving, items are removed/deleted from database. After this, add this account into an hierarchy. AA account will be made as a child of a parent account PP. While creating such an hierarchy , we make the child account AA as non paying and parent PP will be made paying. We make the child non paying by invoking the opcode PCM_OP_CUST_SET_BILLINFO.
This is not happening as opcode PCM_OP_CUST_SET_BILLINFO searches for purged payments in item and encountering the error as shown below :
