Adjustment Rate Calculation Not Returning Calc Line When Apply -To RC is $0 In CCB 2.2 (Doc ID 789187.1)

Symptoms

We have an adjustment type setup as a calculated amount which uses a rate to calculate the amount. The rate has two rate components:

1. Calculate flat charge based on bill factor. For this instance the bill factor value is $0.
2. Calculate GST by applying 10% to rate component 1. This should also return $0.

However, when we generate the adjustment, it only returns one calc line being for rate component 1 of $0. We expected two calc lines, each of $0.
