Error: 'Cannot complete PSR/LSR task without creating LSR/DSR order" on Canceled PSR Order (Doc ID 789808.1)

When a PSR order is canceled and there's a PSR/LSR task on the order that hasn't been completed,
we get an error message when we try to complete it. There's some kind of validation that is
checking to see if there's an associated LSR to the PSR. If there's not, then it will not let us
complete the task. Then if we try to not require the task, the task status for all other tasks on
the order revert back to a pending status.
