-- Problem Statement:
Error message 32978: Source and Target do not have the same site assignment

-- Steps To Reproduce:
* Connect to OC
* Go to Conduct > Security > Patient Transfer
* Select Source (Patient whose information to be transfered)
* Select Target (Patient who receives the information)\
* Fill Reason, Reason Comment
* Save
