BEA Telco WebLogic SIP Server - Version: 3.1

Symptoms

When the WebLogic SIP Server (WLSS) sends an CER to the HSS it adds an optional AVP which has an AVP code of 299. The name of this AVP is Inband-Security-Id, with value 0. This value lets the
HSS assume that TLS is not supported, hence in the CEA DIA from the HSS it rejects the request
with DIAMETER_NO_COMMON_SECURITY.
