Adding Notes to Account Through Customer Center Do Not Generate An /Event/Customer/Note (Doc ID 793289.1)

Symptoms

Problem Statement:
When Notes are added to an account in CustomerCentre, CustomerCentre performs PCM_OP_WRITE_FLDS on PIN_FLD_INTERNAL_NOTES,thereby bypassing the event notification framework. Pushing notes changes to other systems is therefore difficult. CustomerCentre should be configurable to allow the calling of a policy opcode to perform the update to the notes field, which could then create and propagate an appropriate event, which can be used by the event notification framework.

Steps To Reproduce:
Add a note to an account through customer center.
It doesn't create events.
