Cannot Create Discrete Jobs With Completion Date Of Monday And Time Of 00:00:00 (Doc ID 794053.1)

Symptoms

On 12.0.4 and above
Find if you create a discrete job with a completion date of a "Monday" date with a time of 00:00:00 (the default) - the system sets the completion date back to Saturday.

EXPECTED BEHAVIOR
Expect the completion date to stay Monday

STEPS
The issue can be reproduced at will with the following steps:
1. Create a discrete job
2. Set the completion date to Monday
3. Time defaults to '00:00:00'
4. System set the completion date back to Saturday

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users have to change the time to anything other than '00:00:00'
